CAUSE
If after confirming the proper steps are taken to run on a privileged port and the above errors continue, it may be because nosuid was specified in the /etc/fstab:
Solution:(ref Doc ID 1584143.1)
1. Remove nosuid from /etc/fstab
cat /etc/fstab|grep u01
/dev/VolGroup01/volu01 /u01 ext3 defaults,nodev 1 2
2. Start the services again.
